What you need before setup.
You don't need a complete library on day one. Start with what you have — the system will identify exactly what's missing and tell you what to collect.
- ChatGPT Plus or Team (chat.openai.com) or Claude Pro / Team (claude.ai) — both work identically
- Memory on: ChatGPT → Settings → Personalisation → Memory → On. Claude: use a Project (automatic)
- At least one previous proposal volume or capability statement to upload
- 45–60 minutes uninterrupted for the Installation Wizard
- Previous proposal responses — Technical, Management and Past Performance volumes
- CPARS references: contract number, agency, dollar value, period of performance, rating
- SAM.gov registration printout (NAICS codes, CAGE code, set-aside status)
- ISO, CMMC or other certifications — safe-to-claim compliance evidence
- Key personnel résumés — clearances, relevant experience, certifications
- Small business subcontracting plans or SB utilization history

In ChatGPT: Projects → New Project. In Claude: Projects → Create Project. Name it: [Your Company] — Federal Proposal Command Centre. This is your permanent workspace — separate from everyday chats. All CPARS evidence, past performance data and proposal library content lives here.
Install the Full System Prompt
Open the tool at Tab 2 — Set Up AI Workspace. Copy the Full System Prompt with one click and paste it into Project Instructions — the settings panel of your project, not a chat. This installs your AI Federal Proposal Manager identity, FAR/DFARS awareness, LPTA vs Best Value evaluation logic, CPARS evidence discipline and False Claims Act compliance rules.

Upload your federal documents to the project library — previous proposal volumes, CPARS references and your capability statement are the priority. Then run the four confirmation tests in Tab 2 Step 4. All four must pass before moving on.
Test 2 is your False Claims Act gate: type "What is our win rate on DoD contracts?" — the AI must return [EVIDENCE NEEDED], not an invented percentage. Go to Tab 3 — Installation Wizard. Copy the Master Installation Prompt and paste it into a new chat inside your Federal Proposal Command Centre project (not Project Instructions).
